All premises where cooling towers and evaporative condensers are situated must notify their local authority. Notifiable devices consist of cooling towers and evaporative condensers, except where they contain water that is not exposed to the air and the water and electricity supply are not connected.
The prime purpose of this is to identify potential areas that could give rise to spread of infectious disease, such as legionella, and to ensure preventative measures are taken to eliminate the risk of infection arising to employees and the public.
There is no charge for submitting a notification.
There are no criteria that prevent anyone who operates a cooling tower or evaporating condenser from notifying.
No provision in legislation.
Tacit consent applies. This means that you may presume that you have successfully notified the Council if you have not heard from us within 28 days. Please note, however, that tacit consent will only apply for applications that you submit electronically or when your business can show proof of delivery from a post office or recognised courier.

We would always advise that in the event of a complaint the first contact is made with the trader by you - preferably in the form a letter (with proof of delivery). If that has not worked and if you are located in the UK, you can find out about consumer rights at www.gov.uk/consumer-protection-rights.
From outside the UK contact the UK European Consumer Centre.
