Lowestoft Community Governance Review

Waveney District Council has completed a Community Governance Review (CGR) for Lowestoft and the surrounding area. The CGR was made up of 3 stages of consultation which offered residents the opportunity to comment on whether they would like to see a new town or parish council(s) for the Lowestoft area, what any new council should look like, and then finally their thoughts on a proposal to create a new town council for Lowestoft and a new parish council for Oulton Broad. Residents and other stakeholders were encouraged to take part at each stage of the Review and to give their views to shape local government in their area.

Timetable for the Review

  • Initial phase of consultation: 1 April - 13 May 2016
  • Second phase of consultation: 11 July - 22 August 2016
  • Final phase of consultation: 3 October - 31 October 2016
  • Full Council approval of Final Recommendations: 16 November 2016
  • Reorganisation Order made to formalise arrangements: 26 January 2017
  • Elections to new councils: 4 May 2017

Background to the review

On Thursday 24 March 2016 the Terms of Reference of the Review were published, giving full details about the Review and the processes followed as well as a map of the Review area.

Initial Consultation

The initial stage of consultation ran from 1 April to 13 May. During this time residents living in the review area were asked to give their views on whether they would like to see a new town/parish council(s) for the Lowestoft area, and were able to take part in the consultation by completing an online survey form. Other stakeholders were also asked to submit comments.

Second stage consultation

The second stage of consultation ran from 11 July to 22 August. At the beginning of the consultation period a Lowestoft Community Governance Review Draft Proposal was published which set out the 2 options for consideration during this second stage.

Residents living in the Review area were encouraged to give their views via an online survey form. Other stakeholders were also asked to submit comments.

There were also a series of drop-in sessions held over a two-week period at three venues in Lowestoft. Residents were invited to attend to look at the draft proposals and maps in hard copy and ask any questions.

Final consultation

The final stage of consultation ran from 3 October to 31 October. At the beginning of the consultation period a Lowestoft Community Governance Review Final Proposal was published which set out the details of the plan for a new Lowestoft Town Council and a new Oulton Broad Parish Council.

Residents living in the Review area were encouraged to give their views on the final proposal via an online survey form. Other stakeholders were also asked to submit comments.

Recommendations

Following the final stage of consultation, councillors reviewed the submissions from the whole of the Review process and put forward recommendations to Full Council. The recommendations were for the creation of a new town council for Lowestoft and a new parish council for Oulton Broad. These recommendations were approved at Full Council on 16 November 2016.

Reorganisation Order

A Reorganisation Order, formalising the recommendations, was made on 26 January 2017. The new councils will officially come into being from 1 April 2017 with the first elections taking place on the 4 May 2017.
