The Great Bealings Neighbourhood Plan was prepared by Great Bealings Town/ Parish Council following extensive consultation with the local community and sets out its vision for development to 2030.
The plan was formally ‘made’ by Suffolk Coastal District Council on 23rd March 2017, and now forms part of the Local Development Plan for the District.
The Council determined to make the plan on the grounds that more than 50% of people who voted in the referendum voted in favour of the Council using the neighbourhood plan to help it determine planning applications in the neighbourhood plan area. The Council further considers that the neighbourhood plan would not breach or be incompatible with any EU obligation or any of the Convention Rights.
A hard copy of the Made Neighbourhood Plan will be made available shortly for inspection at the local library and at the Councils Customer Services Centre, Woodbridge Library, New Street, Woodbridge IP12 1DT (normal office hours).
A Neighbourhood Planning Referendum will be held for the Great Bealings Neighbourhood Plan on 9 February 2017. The question asked in the referendum will be:
"Do you want Suffolk Coastal District Council to use the neighbourhood plan for Great Bealings to help it decide planning applications in the neighbourhood area?"
You can vote in the referendum if you live in the Great Bealings parish area, are registered to vote in local council elections and you are 18 years or over on 9 February 2017. You have to be registered to vote by 24 January 2017 to vote in the referendum. You can check if you are registered to vote by contacting the Suffolk Coastal Electoral Services Team.
Great Bealings Neighbourhood Plan Referendum notices
The examination took place by written representation. The examiner’s report recommended that the modifications specified in the report are made and that the Neighbourhood Plan for Great Bealings is submitted for a Referendum.
In accordance with the Neighbourhood Planning (General) Regulations 2012 Suffolk Coastal District Council has considered each of the modifications recommended by the examiner and agrees that the Neighbourhood Plan should proceed to Referendum and that the referendum area should be the same as the neighbourhood plan area. This is set out in the Decision Statement.
The neighbourhood plan document will now be updated to incorporate the modifications required and re-titled Referendum Version. It is anticipated that the Referendum date will be early February 2017.
Comments were invited on the Great Bealings Neighbourhood Plan (submission version) between 15 July and 31 August 2016.
Copies of the Submission Documents and comments received will now be forwarded to an independent assessor who will examine the neighbourhood plan to ensure it meets the Basic Conditions. The independent assessor is appointed by Suffolk Coastal District Council in agreement with the Parish Council. It will be for the independent assessor to recommend whether or not the neighbourhood plan as submitted (or with modifications) is progressed to referendum. The examination of the neighbourhood plan is scheduled to be undertaken and completed through October 2016.
