Asbestos management

Information and guidance around the safe management and handling of asbestos.

Training

Anyone who is in contact or working on asbestos should be trained, this includes employers training staff as they work in conjunction with the asbestos in the building. This training should include:

  • knowing the properties and types of products of asbestos
  • operations which can increase exposure
  • safe work practices
  • use of respiratory equipment
  • emergency procedures
  • hygiene requirements
  • decontamination procedures
  • waste handling procedures
  • medical examination requirements
  • the control limit of asbestos

This training can be received though Health and Safety (HSE) compliant providers accredited by bodies like the UK Asbestos training association or the Independent Asbestos Training providers.

For anyone who needs to complete asbestos awareness training (anyone working in conjunction) needs to complete Category A training, which could include up to 2 hours of online courses.

While anyone completing non-licensed asbestos work needs to complete Category B training which is typically a full day in person course.

Emergency safety procedures

What you should do just in case of emergency exposure.

Level of exposure What to do
Light debris and/or dust
  1. Stay put and avoid inhaling dust, Put on Respiratory protective equipment (RPE) if possible, and wipe outer clothing with a wet rag.
  2. Remove the layer of clothing and move away from the source
  3. Ensure items are visible clean, if not use the damp rag again.
  4. Decide if a shower is needed to remove any remain debris from the person.
  5. Put contaminated clothes, rags and anything else involved in the clean-up in asbestos waste bags.
  6. Either send them to get cleaned professionally cleaned by an asbestos cleaner or dispose of them.
  7. Keep a record of the event. 
Heavy debris and/or dust
  1. Stay put and avoid inhaling dust, put on RPE if possible, and damp outer clothing.
  2. Remove the outer clothing and move away from the source.
  3. Seek help, that person should then put on Personal protective equipment (PPE) or RPE before entering the area.
  4. Damp all contaminated items (including person) until visibly clean.
  5. Decide if a shower is necessary.
  6. Put contaminated clothes. Towels into an asbestos waste bag and dispose.

The use of control measures

Employers and contractors should have procedures in place to ensure that control measures are used properly and are not made less effective by other work practices or machinery. All risk and management plans should be kept to and training provided. This is to ensure that the control measures remain viable and the risk to human health is not increased.

Some other things to take note of:

  • RPE should never be taken off and put down in contaminated areas. It should also not be hung around the neck or allowed to come into contact with contaminated clothing.
  • RPE and protective clothing should be removed at the end of each working period, cleaned, and kept in a storage place specifically for that purpose, which is clean. 
  • Once disposable RPE and protective clothing are used it should be treated as asbestos waste.

Maintenance of control measures

It is important to make note that any risk assessments or renovation procedures should make it clear what control measures require maintenance and when/how they should be carried out. Maintenance is usually required for:

  • enclosures
  • hygiene facilities
  • vacuum cleaners
  • air extraction equipment
  • wet injection equipment
  • disposable and non-disposable RPE, including storage.

With enclosures employers, contractors or employees should ensure that:

  • the integrity of the air locks remains consistent
  • defects are repaired immediately
  • air extraction equipment is operated while work is being carried out, during breaks, and for at least one hour after each shift
  • air monitoring is taking place
  • viewing panels are maintained/cleaned to ensure visibility
  • appropriate barriers are maintained on open sites

When creating provisions to protect those in contact with or working on asbestos it is crucial to follow these provisions:

  • That there is a record of inspections, checks and repairs which should be kept on site for inspection.
  • Showers should provide enough water at a reasonable temperature and pressure to allow for through decontamination. (Blocked systems and alternate water temperatures are not acceptable).
  • Waste bags must be inspected regularly to see if it needs to be emptied. (This should be done under strict controlled conditions to prevent contamination).
  • When providing protective clothing, the clothing must: Fit the wearer, be loose enough to avoid straining and ripping the seams, be comfortable enough to allow for the effects of physical strain, be suitable for cold environments, prevent penetration of asbestos fibres, be elasticated at the cuffs, ankles, and on the hood of overalls and designed to ensure a close fit at the wrist, ankles, face and neck, the item should not have any pockets or other attachments which should attract and trap dust and finally, be easy to decontaminate or dispose of.
  • Wellington boots are preferable as they are easier to clean. Lace- up footwear will trap asbestos fibres and should not be worn.

Moving on, it is important that there is relevant washing and changing facilities for after contamination. Here are some key points relating to this matter:

  • In an enclosure is being used then the main hygiene facilities should be connected to the enclosure, if not decontamination should occur in another hygiene room which should then be thoroughly cleaned afterwards.
  • After primary decontamination in the airlock, protective clothing including footwear should be removed at the dirty end of the hygiene facilities. If the hygiene facilities are not connected then, employers will need to provide additional overalls for employees to wear after preliminary decontamination has taken place to allow for transfer to final decontamination at main hygiene facilities.
  • Suitable facilities should always be provided including toilet facilities, facilities for washing and changing, and an area to eat and drink.

Additional Health and safety when working on asbestos

When looking at health and safety when working on asbestos it is important to acknowledge the legislation around who has the responsibility for a safe and practical working environment. The health and safety at work etc act states that:

  • It is the duty of the employer to ensure the health and safety of employees (section 2).
  • Employers and those who are self-employed should provide the safety of people other than their employees (section 3).
  • Employers should be concerned with persons other than their employees (meaning contractors and other relevant persons) (section 4).

Exposure records should be kept by employers. Where employees are under medical surveillance, these records need to be kept for up to 40 years. In addition to this, records or air monitoring or a suitable summery must be kept for five years.

Medical surveillance must also include:

  • a medical examination not more than 2 years before the beginning of such exposure
  • periodic examinations at intervals of at least once every 2 years of such a shorter time as the relevant doctor may require while such exposure continues

Types of asbestos and how to manage them

Asbestos insulating board (AIB)

Commonly found in:

  • ceiling tiles, partition walls, garage ceilings, interior wall linings
  • fire door panels, lift shaft linings, internal enclosures for steel columns and structural beams
  • linings or backing boards around boilers, and airing cupboards as well as ductwork
  • exterior soffits, infill panels beneath windows (spandrel panel), and packing around doorframes or lintels

If in good condition AIB materials can be left alone. The management plan should contain a follow up and a monitoring of the materials condition.

They pose a health risk if they are damaged, which causes fibres to release into the air. In this case they should be removed.

Minor damage to AIBs can be repaired or encapsulated without a licence (some work may require notification to a local authority).

However; to remove, work on any AIB’s in poor condition, or any AIB’s excreting debris, a licensed contractor should be used.

Considerations and management:

  • Physical disturbance: Risk of deterioration through physical disturbance can be lessened by restricting things like drilling and sanding through the material.
  • Moisture:  Ensure there is adequate ventilation. Vapor-retarding paint can also be added to the material to restrict moisture.
  • Age related breakdown: Can be monitored and pictured to see progress.

Asbestos cement products

Commonly found in:

  • corrugated roof sheets, and wall cladding
  • corrugated sheeting, fascias, soffits, and rainwater downpipes
  • boiler flues, air conditioning vents, and extraction pipes
  • water, and sewage pipes

If asbestos cement is damaged or broken it should be removed

Asbestos Cement is normally a non-friable material, its maintenance, and removal can be mostly done by non-licenced workers. (Some work may require notification to a local authority).

Considerations and management:

  • Acidic environments: Encapsulate the cement and apply a barrier coating. Also, try and neutralise the surrounding environment.
  • Prolonged weathering: Preform regular inspections, and ensure the cement remains free from debris. Seal and coat the cement and only use professional cleaning services if preforming a deep clean.
  • Biological growth: Try and limit the amount of biological growth on the asbestos product.

Floor materials

Commonly found in:

  • PVC and thermoplastic floor tiles, stair nosings (protruding edges of a stair tread)
  • sheet materials, and screed materials (a thin layer of material applied over a concrete floor to create a smooth, level base for final flooring)

If in good condition asbestos floor covering materials can be left alone. The management plan should contain a follow up and a monitoring of the materials condition.

Damaged asbestos floor materials must generally be removed or repaired.

For most maintenance and removal non-licenced workers can be used, like removal of the tiles (some work may require the notification to a local authority).

However, higher-risk activities like grinding off floor material should require a licensed contractor.

Considerations and management:

  • Mechanical wear: Try and limit use of the area or encapsulate the floor.
  • Moisture: Ensure sufficient ventilation.
  • Harsh chemicals: Restrict use of harsh chemicals when cleaning.
  • Improper renovations 

Textured decorative coatings

Commonly found in:

  • Decorative finishes on ceilings and walls; peaks and patterns

If in good condition asbestos textured decorative coatings can be left alone. The management plan should contain a follow up and a monitoring of the materials condition.

If asbestos-contained textured decorative coatings are significantly damaged, deteriorating, or flaking they should be removed or sealed.

Work on textured coatings is low risk and can be carried out by non-licensed workers.  (Some work may require notification to a local authority).

This is only limited to everything apart from; the removal of textured coatings using energetic methods and the removal of coatings covering AIBs. This requires a licensed contractor.

Considerations and management:

  • Physical disturbance: Restrict work on the area like drilling or sanding.
  • Water damage and damp: Check ventilations and seal and protect the surface.
  • General wear and tear.
  • Chemical stripping using invasive products.

Commonly found in:

  • gas or electric heating appliances
  • sealing pipe and valve joints
  • sealing various screw thread joints
  • amosite asbestos rope (various uses)

If in good condition asbestos textiles and gaskets can be left alone. The management plan should contain a follow up and a monitoring of the materials condition.

If asbestos textiles and gaskets are damaged, they should be carefully removed or sealed.

Most maintenance and removal can be completed by a non-licenced worker. (Some work may require notification to a local authority).

Considerations and management:

  • Mechanical wear: Try and limit use of the product or replace it.
  • Vibration.
  • Extreme pressure: Prevent over tightening and monitor for degradation.
  • Corrosive chemicals: Restrict usage of corrosive chemicals on the material.

Thermal insulation (lagging)

Commonly found in:

  • heating systems such as boilers or calorifiers and around pipework
  • residues of thermal insulation may also be found of brickwork and in ducts

If in good condition thermal insulation materials can be left alone. The management plan should contain a follow up and a monitoring of the materials condition.

If thermal insulation is damaged or exposed, it should be removed.

Most work on Asbestos lagging is high risk and must be done by a licenced contractor.

Considerations and management:

  • Moisture accumulation: Reduce the humidity and ventilation.
  • Material compaction: Encapsulate the fibres, you can apply a bridging encapsulant or wrap with a lagging cloth.
  • Poor insulation: If intact encapsulate it. If it’s not intact, remove the product.
  • Temperature extremes: Ventilation and protective measures to prevent the material from getting too hot or cold.

Sprayed asbestos coatings

Commonly found in:

  • the underside of roofs and sometimes the sides of buildings and warehouses
  • fire protection on steel and reinforced concrete beams or columns and on the underside of floors
  • splash back from the equipment used to apply this in the form of debris around the sprayed area

They are highly friable materials and if damaged or exposed should be removed.

Any work repair, enclosure, or removal of sprayed asbestos coatings must only be carried out by a contractor holding a licence.

Considerations and management:

  • Water and moisture: Ensure proper ventilation and encapsulate the coating.
  • Vibration.
  • Physical contact: Limit the amount of contact with the material.
  • Airflow: Ensure ventilation.
  • Improper encapsulation

If in good condition loose asbestos cavity insulation can be left alone, if sealed effectively. The management plan should contain a follow up and a monitoring of the materials condition.

This material should only be worked on by a licenced contractor and should be removed if unable encapsulate properly.

Considerations and management:

  • Moisture and damp: Ensure proper ventilation.
  • Physical disturbance: Limit the amount of contact with the substance.
  • Pests and rodents: Inspect areas for any holes and seal accordingly.
  • Air currents: Ensure that areas around the insulation are sealed and try and prevent HVAC vents. Also do not enter the space.
