  • Procurement frequently asked questions

What is the difference between a Request for Quotation (RFQ) and an Invitation to Tender (ITT)?

We use ITTs for contracts of £75,000 in value and RFQs for anything below this amount. The process and documentation reflects the risk and value associated with the procurement. A tender will likely have more complex requirements, be of higher value and therefore carry a higher risk. Having more comprehensive documents will help to manage these.

  • Recycling

From 2026, East Suffolk Council will supply all households with an additional wheelie bin or other container to separate paper and card from plastics, metal, cartons (including Tetra Pak) and glass bottles or jars. This will be in addition to a brand-new weekly food waste collection service. This extra collection service will also allow the Council to adopt a three-weekly waste collection service, rather than the current fortnightly arrangement, without a reduction in the overall combined capacity of household bins.

  • Statement on damage to Banksy artwork

We are naturally appalled that someone has chosen to behave in such a selfish and mindless way given how excited we are all by the appearance of these works here on the east coast. We are, however, hopeful that this particular work can be restored, and are engaging with specialists.

  • Section 106 planning obligations (S106)

Section 106 or s106 Agreements (also known as Planning Obligations) are made by deed under Section 106 of the Town and Country Planning Act 1990 and are similar to covenants. They allow a local planning authority to enter into a legally-binding agreement with a landowner or developer to provide something or to restrict the use of a development. They relate to a person's land, binding whoever owns it and the obligation becomes a land charge.
