    Local Development Scheme

    The local development scheme sets out the timetable for local plan preparation and other planning policy documents. On 12 December 2024, the Minister of State for Housing and Planning asked all local planning authorities to update their Local Development Schemes and to submit updated information on Local Plan timetables within 12 weeks (by 6 March 2025). An updated East Suffolk Local Development Scheme has been produced. This document sets out the council’s current position on plan-making, an indicative timescale for a future Local Plan and information on the preparation of other planning policy documents.

    Due to the restrictions in place at the time of adoption of planning policy documents, the council suspended elements of the Statements of Community Involvement and set out alternative ways in which physical copies of documents could be made available.

  • Housing Land Supply

    The National Planning Policy Framework requires planning authorities to update annually a statement setting out the supply of deliverable sites for housing to provide at least five years’ worth of supply against housing requirements. The Statement of Housing Land Supply for the period 1 April 2024 to 31 March 2029 was published in November 2024 which identified a 5 year land supply in both Local Plan areas. In December 2024 an updated National Planning Policy Framework and an updated methodology for calculating housing need were published. Accordingly, the Interim Housing Position Statement (March 2025) outlines East Suffolk’s new housing land supply position.

    The Guidance Note clarifies the application of the ‘exceptional circumstances’ test under Waveney Local Plan policy WLP8.4 (Conversion of Properties to Flats) relating to proposals for the conversion of buildings to Houses in Multiple Occupation.
