Our current tenancy agreement was last updated around 20 years ago, and some of the terms used need to reflect changes in law and be clear.
This consultation ran from 2 June 2026 to 12 July 2026 and is now closed.

Why we are reviewing the tenancy agreement
The tenancy agreement sets out your rights and responsibilities as a tenant, and what you can expect from the council as your landlord.
It has not been fully updated for a number of years. Since then, there have been changes in:
- housing laws and regulations
- expectations of social landlords
- best practice around tenancy management, safety and tenant engagement
We are updating the agreement to make sure it:
- reflects current legal and regulatory requirements
- clearly explains the responsibilities of both tenants and the council
- supports safe and sustainable tenancies
- is clear, accessible and easy to understand

All tenants will receive a consultation pack by post, which includes:
- a summary of the proposed changes
- a draft of the updated tenancy agreement (including an easy-read version)
- details of how to take part in the consultation

What happens next?
Once the consultation closes:
- We will review all feedback from tenants
- Your views will help shape the final tenancy agreement
- The final version will be considered by the council later this year
If approved, we will write to all tenants again before any changes take effect.

Why is the tenancy agreement changing?
Who is affected by changes to the tenancy agreement?
All existing and introductory tenants are affected by the changes to the tenancy agreement, as well as anyone living in or visiting the household. Tenants are responsible for keeping to the conditions of the agreement.
Is my rent increasing?
No, this consultation is not about the rent amount you’re charged. Rent levels are set in accordance with national social housing rent policy and are not determined by tenancy agreement terms. This consultation is about how rent changes are notified and managed, rather than the underlying rent policy itself.
Will my tenancy change?
The proposed changes we are making are to give you greater clarity on your rights and obligations as a tenant. You will still have a lifetime secure tenancy or an introductory tenancy.
Will my rights under the tenancy agreement change?
Your rights and obligations are explained in the proposed tenancy agreement.
Will I need to sign a new tenancy agreement?
No, you will not need to sign a new tenancy agreement. We will issue a notice confirming the date the updated tenancy agreement will change. This will be after the consultation.
What if I do not agree with your proposed changes?
Answer the consultation questions and provide comments.
What happens after the consultation?
We will analyse the feedback and recommendations then report back to you. The new tenancy agreement will be published.
