Oulton Neighbourhood Plan was prepared by Oulton Parish Council following consultation with the local community and is used alongside the Local Plan when making decisions on planning applications in the area. Part of the Oulton neighbourhood plan is within the Broads Authority Area and is covered by the Broads Local Plan.
Oulton Neighbourhood Plan was formally ‘Made’ by East Suffolk Council on 22 February 2023.
A paper copy of the Neighbourhood Plan can be inspected at Lowestoft library and the Marina Centre, Lowestoft.
A referendum was held on 2 February 2023. Of the people who voted, 85.4% voted in favour of the Oulton Neighbourhood Plan.
An independent Examiner carried out an Examination of the plan and considered if it should proceed to referendum.
The draft plan and supporting documents were submitted to the Council who published it for consultation. Following the consultation, the draft plan, supporting documents, and consultation comments were provided to an Independent Examiner.
The first stage was to designate the 'Neighbourhood Area' – the geographical area the plan will cover.

Status: Approved 12 January 2015
The previous Oulton neighbourhood area boundary included areas outside of Oulton parish. Since that application was approved in 2015, these areas are now within Lowestoft parish and Lowestoft Town Council intends to create a neighbourhood plan for its entire parish. Therefore, Oulton Parish Council resubmitted its neighbourhood area application to cover Oulton parish only.
