The Rushmere St Andrew Neighbourhood Plan was prepared by Rushmere St Andrew Parish Council, following extensive consultation with the local community and sets out its vision for development until 2036.
A referendum was held on 4 May 2023. 88.6% voted in favour of the Rushmere St Andrew Neighbourhood Plan.

East Suffolk Council held an additional consultation to seek views on its proposal not to accept one of the Examiner’s proposed modifications to Policy RSA9 – Design Considerations between 11th October and 23rd November 2022.
The examination of the Rushmere St Andrew Neighbourhood Plan was carried out by the Independent Examiner, Andrew Ashcroft.

Regulation 14 consultation on the draft Rushmere St Andrew Neighbourhood Plan took place between 18 September and 1 November 2021.
