Parking management schemes

With reference to the pages for civil parking enforcement, traffic regulation orders (TROs), and permits, exemptions and dispensations, kerb-space management regulations may be requested for consideration.

Suffolk Highways is responsible for considering and installing regulations for traffic movement and road user safety reasons. These include ‘no waiting’ (yellow lines), ‘no loading’ (kerb blips), and ‘no stopping on entrance markings’ (school keep clear markings), all of which can be installed to prevent parking for some or all of the day. The same regulations typically improve visibility for all, especially at junctions, so all highway users can move about freely and safely.

Requests for parking management regulations can be put to Suffolk Highways via its Report a highways issue page.

This council has been delegated responsibility to introduce regulations that balance parking demand where charges apply. These include regulations such as permit holder and paid parking bays. The commonest regulations requested are permit bays in residential streets, so that residents and their visitors are afforded priority for on-street parking opportunities. Parking schemes often require a combination of regulations to ensure they are effective, and perceived on-street parking capacity can be reduced as parts of the network are identified for protection, in addition to kerb-space designated as appropriate to park alongside.

The parking scheme questionnaire will be used to identify where parking management regulations have been requested. A small number of areas will be prioritised for the development of parking management schemes and a TRO developed. The TRO will be introduced only when households and businesses in a street or area have stated their support for parking management regulations via the statutory process, which includes a minimum twenty-one day consultation period.

The results of the parking scheme questionnaire will allow appropriate consideration to be given to supply and demand in terms of parking capacity throughout the day and night, and an indication to the preferred parking management regulations. It should only take a few minutes to complete the survey.
