The impact of recent changes, due to the COVID-19 pandemic, has been widespread and CIL is an area of statutory council business which has been affected during this period. With the announcements of a pause on most of the construction industry and a halt to property sales, together with questions being raised about payment of CIL, Neighbourhood CIL transactions and approval of infrastructure funding, we have considered the implications. We have been in discussion with the Ministry of Homes, Communities and Local Government (MHCLG) to explore how the methods of support we proposed may also be addressed in national guidance and legislation.

Under the current restrictions, everyone is of course limited in their ability to get out and about, which means a great deal of our work, entertainment and relaxation has to be done at home.
This could of course lead to increased strains on relationships with family, work and neighbours and – already - the Council’s Environmental Health team is receiving an increase in complaints from residents who are suffering additional, avoidable stress arising from the inconsiderate actions of a minority.
In particular, our team is hearing about excessive noise from a variety of sources, including entertainment, (TV & music), DIY activities and barking dogs. We are also receiving calls about garden bonfires.
The Environmental Health Team at East Suffolk Council has a statutory duty to investigate noise complaints and, whilst methods of working have changed in accordance with safety guidelines, this service remains available to residents.
Cllr James Mallinder, Cabinet Member for the Environment said: “We know that these are unprecedented times and it can be frustrating being confined to our homes for longer than normal. However, we really want everyone to remember that your neighbours are also in the same position and everyone’s mental and emotional wellbeing is incredibly important.”
“This is especially relevant for the vulnerable sectors of society who have been asked by the Government to isolate themselves for several weeks. It is also important for those members of our society who are having to work long shifts in essential services such as nursing, medical and social care, food manufacturing and retail & delivery services, who may be trying to sleep during the daytime.
“With weather also now improving people will want to spend more time outside. This can cause additional pressures on neighbouring properties.”
