Housing development

With a shortage of affordable housing, we have embraced house building to help meet demand and reduce the current shortage in affordable accommodation.

Where possible, we are creating new homes in areas identified as having the most severe housing need.

We have a 3-year rolling development programme which seeks to achieve 50+ new homes each year to help overcome the serious shortage of both general needs and specialist housing in our area.

Deben Fields, Felixstowe

The Deben Fields scheme will deliver 61 new properties across different tenure types, including 42 affordable homes. The scheme seeks to set the highest standards in green technology and is designed using 'Passivhaus' design principles, reflecting East Suffolk Council's commitment to innovation and designing for a more sustainable future.

The development maximises green space and enhanced biodiversity while still providing designated parking for all homes. The inclusion of "play streets" bring further emphasis to the pedestrianised nature of the site, creating a safe and welcoming space for residents to walk, meet and socialise.

William H Brown has been appointed as the marketing agents for the development. Following a submission by architects TateHindle, Deben Fields was shortlisted in the national Housing Design Awards 2022 and was chosen as the winner of the Project Award. 

William H Brown have also been appointed as the Sales and Marketing agent for the shared ownership and private sale homes.

Completed projects

Mount Pleasant, Halesworth: Refurbishment of 1 unit

Mount Pleasant housing development

The purposed refurbishment sees an empty East Suffolk Council owned commercial unit, extended and converted into a much needed 1-bedroom affordable bungalow.

The property benefits from off road parking, an air source pump, EV charger and solar PV panels.

Milton Road East, Lowestoft: New Build of 6 units

The homes were constructed by Needhams ltd on behalf of East Suffolk Council. The build was completed August 2024.

The properties comprise of 6 two bedroom houses, all of which are affordable rent.

They also benefit from air source heat pumps, EV chargers and solar PV panels.

Jubilee Way & Barn Owl Close, Wrentham – S106 purchase of 15 units

The 15 new homes were built by Cripps Development as part of their Section 106 obligation and purchased by East Suffolk Council in September 2022

The properties comprise a mix of one, two and three-bedroom bungalows, semi-detached and terraced houses, with 10 available for affordable rent and 5 for sale under the shared ownership scheme.

The scheme was delivered in 3 phases: phase 1 completed in August 2023, phase 2 completed in March 2024 and phase 3 completed in May 2024

The homes were finished to a high standard with good aesthetic design, all holding an EPC of a B.

Albany Road, Lowestoft - New build of 18 flats

Albany Road

The scheme involved the development of a council owned former car park to the close to Lowestoft’s historic High Street.

The site was significantly underused and the scheme delivered 18 much needed affordable units comprising 12 one bedroom and 6 two bedroom flats. The scheme was finished to a high standard and all units were let almost straight away.

Cale Road, Melton – S106 purchases of 3 units

The 3 properties were built by Bloor Homes as part of their section 106 obligation and purchased by East Suffolk Council in Autumn 2020. The properties comprise of 3 two bedroom houses, all of which are affordable rent.

These homes were offered to the Council following the developer’s unsuccessful efforts to secure a Housing Association Landlord for the additional homes their development would offer. The prevent the possibly of the homes being lost from the affordable housing market, East Suffolk Council was keen to step in and take these homes as part of the Councils stock. 

Greenside The Street, Darsham - S106 purchase of 8 units

The 8 new homes were built by Denbury Homes as part of their section 106 obligation and purchased by East Suffolk Council in March 2022.

The homes comprise of one and two bedroom houses, 4 of which were affordable rent and 4 shared ownership homes. The homes were finished to a high standard with good aesthetic design and benefit from air source heat pumps.

The scheme holds a number of biodiversity features including bird bricks. East Suffolk Council had a successful sales and lettings process resulting in all homes being occupied in less than 6 months of purchase completion. 

Hotson Road, Southwold - New build of 20 units

This scheme involved the purchase of a former builders yard in a sought after location, close to the centre of Southwold. The scheme delivered a further 20 affordable units to the district.

The units comprised 4 three bedroom houses, 6 two bedroom houses, 2 two bedroom flats and 8 one bedroom flats. The scheme was finished to a high standard and all units were let almost straight away.

Joyce Road, Bungay - New build of 3 units

The scheme involved the demolition of an existing HRA owned garage site and development of 3 two bedroom affordable houses.

Lakeside Rise, Blundeston – S106 purchase of 16 units

The 16 homes were built by Badger Building as part of their section 106 obligation and purchased by East Suffolk Council in Spring 2019.

The properties comprise of one to two bedroom flats, houses and coach houses, all of which were available at an affordable rent. The properties were finished to a high standard, all holding an EPC of a B and were let within a month of purchase completion. 

560 London Road South, Lowestoft - Refurbishment of a non-compliant HMO

The scheme involved the acquisition and complete upgrade and refurbishment works of Victorian building in South Lowestoft that had previously been operating as a non-compliant HMO in a bad state of repair. Upon completion of the works, the scheme provided a fully compliant HMO and providing 6 units.

Nursery Close, Lowestoft – S106 purchase of 10 units

10 homes were built by Badger Building as part of their section 106 obligation and purchased by East Suffolk Council in Summer 2021.

The properties comprise of 6 one bedroom flats and 4 two bedroom houses, all of which hold an EPC rating of B. All properties were available at an affordable rent and benefit from off road parking. 

141 St Peters Street, Lowestoft – 6 bedroom HMO

East Suffolk Council completed the purchase of 141 St Peters Street November 2020.

The property underwent major refurbishment to convert the existing dwelling into a six bedroom HMO. The property was delivered with support from the RSAP programme (Rough Sleeping Accommodation Programme 2021-2024) and provides much needed accommodation for former rough sleepers.

The East Suffolk Council Housing Maintenance Team worked tirelessly and completed the refurbishment in June 2021. The accommodation is managed by Orwell Housing who provide care and support to the residents.

Woodside, Brampton – New Build of 6 units

The homes were constructed by Wellington Construction Ltd on behalf of East Suffolk Council. The build was completed in Autumn 2020.  The properties comprise of 6 two bedroom houses, all of which are shared ownership properties.

These are the first shared ownership homes directly provided by the Council and their popularity has led to further shared ownership homes being brought forward via the Councils new build affordable housing programme.
