Historic Building Grant Scheme

This scheme can provide a financial contribution of up to £1500 for maintenance and repairs of historic windows and doors in areas covered by Article 4 Directions.

The Historic Building Grant Scheme is now closed until 1 April 2026

Article 4 Directions restrict aspects of Permitted Development, including the replacement of windows and doors, to help preserve the historic character and appearance of Conservation Areas. The sensitive maintenance and repair of historic windows and doors significantly increases their longevity, and are therefore essential to prevent the loss of these important features.

In recognition of this, East Suffolk Council are offering financial assistance to historic building owners in Article 4 Direction Areas for the maintenance and repair of historic windows and doors. This contribution can cover up to 50% of the total cost of the works, to a maximum of £1500. As this is a pilot scheme, this funding is available only for certain eligible properties in Conservation Areas that are covered by Article 4 directions.

Eligible buildings

In order to qualify for this grant scheme, buildings need to:

  • be within an Article 4 Direction Area
  • be a Listed Building OR categorised as a ‘Positive Unlisted Building’. (Positive Unlisted Buildings are identified in Conservation Area Appraisals as making a positive contribution to the Conservation Area. These have been marked on our Article 4 Listed and Positive Unlisted Building maps.)
  • be owned by the applicant
  • be in residential use

Additionally, the windows or doors should be on a relevant elevation (facing a highway, open space or waterway.)

Eligible works

In order to be eligible for this scheme, the proposed works should adhere to the following:

Must

  • Utilise ‘like-for-like’ materials and detailing.

Must not

  • Involve the replacement of over 50% of the existing fabric of the relevant feature.

If these criteria are met, the following are examples of works that are considered to be repairs and maintenance:

  • Draftproofing
  • Re-fitting
  • Sash cord repairs
  • Glazing repairs
  • Re-leading
  • Joinery repairs
  • Sill repairs
  • Ironmongery repairs
  • Door and window-head repairs
  • Threshold repairs
  • Cleaning and repainting (if associated with repairs)

Ineligible works

Examples of works that are not eligible for this grant scheme include:

  • Replacement windows or doors
  • Works that would require listed building consent or planning permission
  • Installation of double glazing
  • Installation of secondary glazing
  • Inappropriate materials, detailing or construction/techniques

How do I apply?

You will need to provide:

  • a full specification of the proposed works, alongside a quotation of costings
  • proof of ownership of the property
  • photographs of relevant elevations and close-up photographs of windows and doors, including historic images where possible

Successful applications will receive an agreement to commit funds, which will be paid on completion of the works. The works will be required to start within 6 months of the agreement date, and completed within 12 months of the agreement date, unless otherwise agreed.
