A number of town and parish councils have prepared, or are preparing, their own Neighbourhood Plan.

Status of Neighbourhood Plans

Aldringham cum Thorpe

Aldringham cum Thorpe Parish Council are in the process of preparing a Neighbourhood Plan.

Referendum

The referendum for the Aldringham cum Thorpe Neighbourhood Plan will take place on 12 February 2026.

Independent Examination

The examination of the Aldringham cum Thorpe Neighbourhood Plan was carried out by Independent Examiner Andrew Ashcroft.

 

Submission

Aldringham cum Thorpe Parish Council submitted their Neighbourhood Plan to East Suffolk Council ahead of it being submitted for independent examination. East Suffolk Council publicised the plan and invited representations between 7 May and 18 June 2025.

Pre-Submission (Regulation 14) Consultation

Regulation 14 consultation

Consultation on the Draft Little Bealings Neighbourhood Plan (Regulation 14 Pre-Submission) started on 9 May and ended on 27 June 2025. More information can be found on the Little Bealings Parish Council website.

Neighbourhood Area designation

 

 

Lowestoft

Status: Neighbourhood Plan was made on 26 November 2025.

Lowestoft Neighbourhood Plan was prepared by Lowestoft Town Council following consultation with the local community and is used alongside the Local Plan when making decisions on planning applications in the area.

The Neighbourhood Plan and Decision Statement can be viewed at the Lowestoft Library and East Suffolk Customer Service Centre, Clapham Road South, Lowestoft, NR32 1DR (during opening hours).

Previous Stages

Referendum

A referendum was held on 20 November 2025. 87% voted in favour of the Lowestoft Neighbourhood Plan.

 

Independent Examination

Lowestoft Town Council submitted their Neighbourhood Plan to East Suffolk Council ahead of it being submitted for independent examination. East Suffolk Council publicised the plan and invited representations between 23 April and 4 June 2025.

Mettingham, Barsham, Shipmeadow, Ringsfield and Weston

Otley

Otley Neighbourhood Plan was prepared by Otley Parish Council following consultation with the local community and is used alongside the Local Plan when making decisions on planning applications in the area.

Made Plan

Otley Neighbourhood Plan was formally ‘Made’ by East Suffolk on 24 September 2025.

The Neighbourhood Plan and other supporting documents can be viewed at Wickham Market Library, Resource Centre, Chapel Lane, Wickham Market, IP1 0SD and East Suffolk Council Customer Service Centre, Woodbridge Library, New Street, Woodbridge, IP12 1TD (during opening hours).

Ufford Parish Council submitted their Neighbourhood Plan to East Suffolk Council ahead of it being submitted for independent examination. East Suffolk Council publicised the plan and invited representations between 20 November 2024 and 15 January 2025.

The Habitats Regulations Assessment (HRA) Screening Statement and Appropriate Assessment on the Draft Ufford Neighbourhood Plan (April 2024) was initially omitted from the list of submission documents provided on the consultation portal on 20th November 2024 due to error. This document was added on 21st November 2024, and all consultees were notified via email.

It was not necessary to further extend the consultation as the omittance was for only one day, and the consultation was already set over an extended period of 8 weeks (to accommodate the festive period), when statutory requirements are for 6 weeks.

Regulation 14 consultation

Consultation on the draft Ufford Neighbourhood Plan (Regulation 14 Pre-Submission) ended on 3 May 2024.
