Contract awarded for next phase of seafront development

Local construction company P.J Spillings has been awarded the contract to deliver the second phase of construction work at the Jubilee Parade development in Lowestoft, subject to signing of contracts.  

The contract will deliver a two-storey restaurant and café complex together with three new leisure concession units, public toilets, and a Changing Places facility for those with accessibility needs.

A new lift will also be installed to greatly improve accessibility along the seafront for those with mobility issues and for pushchair users. The lift will connect the Upper Esplanade with the Lower Promenade, providing access to the restaurant space and first floor Eastern Edge beach huts.

Construction is expected to start in October, with completion scheduled for late summer next year.

Cllr Tim Wilson, East Suffolk’s cabinet member for East Suffolk’s cabinet member for Economic Development and Transport said: “We are pleased to award the construction contract for Jubilee Parade to a local business and are looking forward to seeing the next phase of this exciting development take shape. The new complex will greatly improve the facilities on offer at this part of the seafront and will also increase seafront access for everyone.”

A spokesperson for P.J. Spillings said: “We are ecstatic to be back on board with the Jubilee Parade project team to deliver this incredible build, which will help progress the regeneration plans for Lowestoft.”

Other improvements at Jubilee Parade will include external lighting to the new complex and the Lower Promenade, completion of the beach buildout and the installation of outdoor accessible showers.

When the development is complete, Sunrise at Zaks will be located on the ground floor. They will continue to operate out of their current temporary unit on the Lower Promenade until this time.

The Volunteer Lifeguard Corps will be relocated in a new separate unit on the Lower Promenade in the spring.

The redevelopment of Jubilee Parade supports wider regeneration projects outlined in the Lowestoft Town Investment Plan, and complements the Seafront Vision project which will see improvements at Royal Plain, Royal Green and South Quay Wharf.
