Work to begin on new Jubilee Parade development
Work on an exciting new development at Jubilee Parade in Lowestoft will begin in February, following planning consent given by East Suffolk Council’s Planning Committee.
A new two-storey complex will comprise an indoor café/restaurant on the first floor, offering uninterrupted views of the sea with outdoor seating, five concession units on the ground floor, new toilets, outdoor showers, and a Changing Places facility. A lift and staircase between the Esplanade, restaurant, and Lower Promenade levels will provide improved access to the seafront for everyone.
The project will be undertaken in two stages, with the first stage commencing in February. During this stage, some beach huts will be moved to create space for temporary toilets and café to be installed. The existing structures will be demolished and the promenade will be extended onto the beach. This stage is expected to be completed by May.
The second stage, which will be the construction of the main building, will begin from mid-June and is expected to be completed by Spring 2025.
Cllr Toby Hammond, East Suffolk’s cabinet member for Economic Development and Transport said: “Following extensive consultation with residents and businesses, we are pleased to see the Jubilee Parade café complex progress to the next phase of delivery.
“Unfortunately, the existing structure is tired and unable to support modern facilities, however the Government’s Levelling Up funding will enable us to extensively improve the offer at this location, attracting more people to this part of the seafront. We are keen to improve seafront access for everyone and the new development will have an accessible lift, showers, and Changing Places facility which will enable even more people to enjoy visiting this area.
“We are pleased to be working closely with Sunrise at Zaks to ensure they can remain open throughout the build and are able to continue serving their loyal customers, as well as First Light CIC to ensure this year’s First Light Festival still goes ahead successfully around the construction site, with new facilities to look forward to from 2025.”
Over the past four years, East Suffolk Council has consulted with residents, visitors, and businesses to understand what improvements they would like to see in this area to help Lowestoft grow as a place to live, work, visit, and invest in.
The redevelopment of Jubilee Parade supports wider regeneration projects outlined in the Lowestoft Town Investment Plan, and complements the Seafront Vision project, which has also recently received planning consent and will see improvements at Royal Plain, Royal Green and South Quay Wharf.
East Suffolk Council has been working with local businesses and organisations including Volunteer Lifeguard Corp, Waveney Disability Forum, and First Light CIC, throughout the design phase.
