National Register of Parks/Gardens of Special Historic Interest

There are fourteen parks and gardens in the East Suffolk District included on the National Register of Parks and Gardens of Special Historic Interest compiled by Historic England. Under the Historic Buildings and Ancient Monuments Act 1953 Historic England compiles a register of “gardens and other land” situated in England that appear to be of special historic interest. The main purpose of this Register is to celebrate designed landscapes of note, and encourage appropriate protection. It is hoped that drawing attention to sites in this way will increase awareness of their value and encourage those who own them, or who otherwise have a role in their protection and their future, to treat these special places with due care.

The fourteen registered parks and gardens in East Suffolk are:

  • Bawdsey Manor (Grade II Listed)
  • Belle Vue Park, Lowestoft (Grade II Listed)
  • Broke Hall Park, Nacton (Grade II)
  • Campsea Ashe Park (Grade II* Listed)
  • Cliff Gardens and Town Hall Garden, Felixstowe (Grade II Listed)
  • Cockfield Hall, Yoxford (Grade II Listed)
  • Glemham Hall (Grade II Listed)
  • Glemham House (Grade II listed)
  • Henham Park (Grade II Listed)
  • Heveningham Hall (Grade II* Listed)
  • Somerleyton Park (Grade II* Listed)
  • Staverton Park, Wantisden (Grade II*)
  • Thorpeness Mere (Grade II)
  • Woodbridge Cemetery (Grade II Listed)

Registration is a 'material consideration' in the planning process, meaning that planning authorities must consider the impact of any proposed development on the landscapes' special character. These parks and gardens are Designated Heritage Assets and have a high threshold of protection afforded them in planning decision making.

Planning Policy

NPPF

The National Planning Policy Framework defines Designated Heritage Asset as ‘Designated heritage asset: A World Heritage Site, Scheduled Monument, Listed Building, Protected Wreck Site, Registered Park and Garden, Registered Battlefield or Conservation Area designated under the relevant legislation’. Paragraphs 199-202 of the NPPF relate to Designated Heritage Assets and therefore would be used when considering proposals affecting Registered Parks and Gardens

Suffolk Coastal Local Plan (2020)

As Registered Parks and Gardens are designated heritage assets the relevant policies in the Suffolk Coastal Local Plan (for those Registered Parks and Gardens in the former Suffolk Coastal Area) are Policy SCLP11.3 (Historic Environment) and Policy SCLP11.8 (Historic Parks and Gardens).

Waveney Local Plan (2019)

As Registered Parks and Gardens are designated heritage assets the relevant policy in the Waveney Local Plan (for those Registered Parks and Gardens in the former Waveney Area) is Policy WLP8.37 (Historic Environment).
