The Statement of Accounts is one of the key financial documents produced by the council and provides a detailed overview of the council's income and expenditure during the financial year and records the assets and liabilities as at the year end.
The overall document is made up of five core statements:
Along with three supplementary statements:
East Suffolk Council Statement of Accounts
Notice of Public Rights
Notice of late publication of audited accounts
|Suffolk Coastal District Council Statement of Accounts||Waveney District Council Statement of Accounts|
Waveney District Council audit of accounts - Notice of conclusion of audit
The accounts are prepared in accordance with the Code of Practice on Local Authority Accounting in the United Kingdom issued by the Chartered Institute of Public Finance and Accountancy (CIPFA).
Since 2010/11 local government accounts have been prepared and presented in compliance with the International Financial Reporting Standards (IFRS).
The draft Statement of Accounts for 2019/20 was originally due to be published by the 31 May 2020, with a period of public inspection following that date. However, due to the current Coronavirus pandemic, the publication date for the draft Statement of Accounts, and the ensuing public inspection period, has been delayed by Government. The Accounts and Audit (Amendment) Regulations 2020 have amended the relevant sections of the Accounts and Audit Regulations 2015 accordingly.
The new deadline for the publication of the draft Statement of Accounts is 31 August 2020. The council will publish the draft Statement of Accounts for 2019/20 by this date.
The publication date for final, audited, accounts has also moved from 31 July 2020 to 30 November 2020, although this not a statutory deadline.
By law, the council has to make it's accounts available to council tax payers for inspection for a period of 30 working days. For the 2019-20 accounts this is from 10 August to 18 September 2020 inclusive.
The council has approved and adopted a Code of Corporate Governance, which is consistent with the principles of the CIPFA/SOLACE joint framework Delivering Good Governance in Local Government.
Since 2007/08 the Statement of Accounts has included an Annual Governance Statement which explains how the council has complied with the code and also meets the requirements of regulations in relation to the publication of a statement on internal control. Under the rules that apply to the Statement of Accounts, the Annual Governance Statement does not have to be finally approved until 30 September.
Under the rules that apply to the Statement of Accounts, the Annual Governance Statement should be produced at the same time. Therefore, the council’s draft Annual Governance Statement for 2019/20 should be signed off by 31 August 2020 and final publication by 30 November 2020, although this is not a statutory deadline.
