Homelessness and Rough Sleepers Strategy 2025 - 2030

Welcome to East Suffolk Council’s Homelessness and Rough Sleeping Strategy for 2025–2030. This strategy sets out our commitment to preventing homelessness, tackling rough sleeping, and ensuring that everyone in East Suffolk has access to safe, suitable, and sustainable housing.

Over the next five years, we will work in partnership with local communities, statutory services, housing providers, and voluntary organisations to deliver a person-centred approach that meets the needs of our residents. Our vision is to prevent homelessness wherever possible, improve quality of life, and offer people a free and fair future.

Our Six Strategic Priorities

  1. Early intervention and personalised solutions
    Ensuring timely support to prevent homelessness and tailoring services to individual needs.
  2. Tackling the root causes of homelessness
    Addressing issues such as poverty, domestic abuse, and housing affordability.
  3. Meeting health and wellbeing needs in temporary accommodation
    Improving the quality and accessibility of temporary housing and embedding health support.
  4. Increasing access to suitable, sustainable, and affordable accommodation
    Expanding housing options and support for vulnerable groups.
  5. Making rough sleeping brief and non-recurrent
    Strengthening outreach and support to help people off the streets and into stable housing.
  6. Developing robust partnerships and collaborative working
    Enhancing multi-agency collaboration to deliver joined-up services and long-term solutions.

Why This Strategy Matters

Homelessness and rough sleeping have significant impacts on individuals, families, and communities. Rising living costs, limited affordable housing, and complex support needs mean that more people are at risk. This strategy responds to those challenges with practical actions, innovative models like the East Suffolk Housing Pathway, and a strong focus on prevention and partnership.
