The Melton Neighbourhood Plan was prepared by Melton Parish Council following extensive consultation with the local community and sets out its vision for development to 2036.
The plan was formally ‘made’ on 25 January 2018 and now forms part of the Local Development Plan for the District.
The Council determined to make the plan on the grounds that more than 50% of people who voted in the referendum voted in favour of the Council using the neighbourhood plan to help it determine planning applications in the neighbourhood plan area. The Council further considers that the neighbourhood plan would not breach or be incompatible with any EU obligation or any of the Convention Rights.
A hard copy of the Made Neighbourhood Plan is available at the local library and at the Council's Customer Services Centre, Woodbridge Library, New Street, Woodbridge IP12 1DT (normal office hours).
A Neighbourhood Planning Referendum was held for the Melton Neighbourhood Plan on 7 December 2017. The question asked in the referendum was:
"Do you want the District Council to use the neighbourhood plan for Melton to help it decide planning applications in the neighbourhood area?"
Melton Neighbourhood Plan Referendum notices
The examination took place by written representation. The examiner’s report recommended that the modifications specified in the report are made and that the Neighbourhood Plan for Melton is submitted for a Referendum.
In accordance with the Neighbourhood Planning (General) Regulations 2012, the Council has considered each of the modifications recommended by the examiner and agrees that the Neighbourhood Plan should proceed to Referendum and that the referendum area should be the same as the neighbourhood plan area. This is set out in the Decision Statement.
During the examination the Examiner asked both District and Parish Councils to clarify a number of matters. Her questions and the responses to these are set out in the document below.
Comments were invited on the Melton Neighbourhood Plan (submission version) between 23 January and 13 April 2017.
The time period includes an extension to incorporate an erratum of Parish Council responses to Environment Agency comments appended to the November 2016 Strategic Environmental Assessment Screening Opinion Statement. This can be viewed with the other submission documentation.
