Southwold Harbour byelaws and notices - Port Marine Safety Code Designated Person

East Suffolk Council is the statutory harbour authority for Southwold Harbour under the Pier and Harbour Orders (Elgin and Lossiemouth and Southwold) Confirmation Act 1933. Southwold Harbour is home to a number of artisanal fishermen, an active leisure vessel community, visiting power boats and yachts and commercial vessels mainly in the form of wind farm craft. The harbour also attracts a large number of pedestrian visitors, mainly during the summer season. The harbour serves both Southwold on the north bank and Walberswick on the south bank. The harbour is also very environmentally important with National, European and International designations. The Council has appointed an independent Designated Person to monitor compliance with the requirements of the Port Marine Safety Code, the named Designated Person is:

All port and harbour users, including Council staff have direct access to the Designated Person. Concerns regarding marine safety in the port or harbour, in the first instance, should be raise with the Harbour Master (or Council staff with your direct line manager). If additional, independent advice regarding the matter is required, any reasonable concerns can be brought to the attention of the Designated Person.

The Designated Person and the Maritime Team at ABPmer:

  • have detailed knowledge of the Port Marine Safety Code, the Guide to Good Practice for Port Marine Operations and accompanying Competency Standards
  • provide independent assurance to the Duty Holder that the marine safety management system required by the Port Marine Safety Code is working effectively
  • at regular intervals, audit the Harbour Authority’s compliance with the Code.

The Designated Person has direct access to the Duty Holder whenever this is deemed necessary.
