Otley Neighbourhood Plan was prepared by Otley Parish Council following consultation with the local community and is used alongside the Local Plan when making decisions on planning applications in the area.
Otley Neighbourhood Plan was formally ‘Made’ by East Suffolk on 24 September 2025.

A referendum was held on Thursday 18 September 2025. Of the people who voted, 89% voted in favour of the Otley Neighbourhood Plan.
The examination of the Otley Neighbourhood Plan was carried out by independent examiner John Slater.
Otley Parish Council submitted their Neighbourhood Plan to East Suffolk Council ahead of it being submitted for independent examination. East Suffolk Council publicised the plan and invited representations between 26 February and 9 April 2025. Consultation notice.

The first stage was to designate the 'Neighbourhood Area' – the geographical area the plan will cover.
