Governance groups are defined in the Deed of Obligation (DOO) and include ‘Community groups’, ‘Working groups’ and ‘Review groups’. This page provides details for each group and will also include copies of published meeting agendas, meeting minutes and any decisions made as and when these become available.
Deed of Obligation documents:
On or before Commencement SZC Co shall establish the Delivery Steering Group which shall exist until the first anniversary of the end of the Construction Period.
The Delivery Steering Group shall comprise a service director from East Suffolk Council, a service director from Suffolk County Council, and up to two representatives to be nominated by SZC Co.
Meetings will be held quarterly and will be chaired by SZC Co’s construction director. Meetings will be attended by members or representatives of the Review Groups and/or Working Groups. From time to time third parties or other experts will attend to observe and participate in discussions or present information.
The purpose of the Delivery Steering Group will be to consider all implementation, progress and reports submitted to it by the Review Groups and/or Working Groups. Having regard to the reports, the Delivery Steering Group will monitor, assess, assist, guide and advise the Review Groups and/or Working Groups. The Delivery Steering Group will decide any areas of disagreement within the Review Groups, identify key risks, issues, interdependencies, opportunities, and facilitate communication on matters of strategic importance within the Review Groups and/or Working Groups.
During the Construction Period, East Suffolk Council and Suffolk County Council will set up an Oversight Partnership bringing together the two Councils with key local public sector bodies, NGOs and not-for-profit organisations, as an opportunity to raise and discuss concerns and priorities related to the Project.
The two Councils will be responsible for collating and reporting from Oversight Partnership meetings into the Delivery Steering Group and other Review Groups. View the Oversight Partnership Terms of Reference.
Sizewell C Project ‘Community Groups’ are defined in the DOO under Schedule 17 ‘Governance’, paragraph 5:
On or before Commencement, SZC Co. will establish the SZC Forum which will exist until the first anniversary of the end of the Construction Period.
The SZC Forum will comprise one representative nominated by East Suffolk Council to represent the Aldeburgh and Leiston Ward, one East Suffolk Council Cabinet member nominated by East Suffolk Council, one representative nominated by Suffolk County Council to represent the Leiston division and one Cabinet member, one Suffolk County Council Cabinet member to be nominated by Suffolk County Council, relevant representatives of the Project Team to be nominated by SZC Co., one elected councillor or clerk from each of the parish and town councils within East Suffolk and any parish or town council outside of East Suffolk where any mitigation, improvement measures, or construction in relation to the project are to be carried out pursuant to obligations in the DOO, and one representative of the Suffolk Association of Local Councils.
Representatives from the Office of Nuclear Regulation and the Environment Agency and any other statutory authorities will also be invited as necessary.
Meetings of the SZC Forum will be held at least once a year. Meetings will be held in public with members of the public permitted to attend as observers but having no right to speak at the meetings.
The purpose of the SZC Forum will be for SZC Co. to present updates on project progress during the Construction Period and to provide an opportunity for representatives from communities in East Suffolk to ask questions, raise issues of concern and receive relevant project information. Being Leiston Town Council, Marlesford and Little Glemham Parish Councils, Westleton Parish Council, Wickham Market Parish Council, Middleton-cum-Fordley Parish Council, Theberton and Eastbridge Parish Council, and Yoxford Parish Council.
This working group is established in accordance with DOO Schedule 16, paragraph 5.1 and will manage and administer the PROW Fund. On or before commencement, SZC Co. will establish the Rights of Way Working Group which will exist until the end of the Construction Period, unless otherwise agreed with members of the group. The group will comprise one representative nominated by East Suffolk Council, two representatives nominated by Suffolk County Council, and up to two representatives nominated by SZC Co. The group meets once every three months for the first two years of the Construction Period and once every six months for the remaining Construction Period. This working group is established in accordance with DOO Schedule 3, paragraph 7.1. On of before Commencement, SZC Co will establish the Accomodation Working Group which will exist until the end of the Construction Period. The group will comprise three representatives from SZC Co., two representatives from East Suffolk Council, and one representative from Suffolk County Council. The group will meet at least twice a year.
This working group is established in accordance with DOO Schedule 4, paragraph 10. On or before commencement, Sizewell C Co will establish the Community Safety Working Group which will exist until the end of the Construction Period. The group comprises four representatives nominated by SZC Co, the Transport Co-ordinator, two reprtesentatives nominated by East Suffolk Council, two representatives nominated by Suffolk County Council, two representatives nominated by Suffolk Constabulary, two representatives nominated by Suffolk Fire and Rescue Service, and two representatives nominated by East of England Ambulance Service NHS Trust. The group will meet quarterly.
This working group is established in accordance with DOO Schedule 6, paragraph 6. On or before Commencement, SZC Co. will establish the Health and Wellbeing Working Group which will exist until the end of the Construction Period. The group will comprise one representative nominated by East Suffolk Council, one representative nominated by Suffolk County Council, two representatives nominated by Public Health Suffolk, up to four representatives nominated by Ipswich and East Suffolk Clinical Commissioning Group (or successor body), and up to two representatives nominated by SZC Co. The group will meet quarterly.
This working group is established pursuant to the Terms of Reference annexed within the Deed of Obligation, Annex I. The aim of the MTF is to help facilitate good environmental regulation of Sizewell C by providing all parties with a high level of confidence that the environment is being properly protected. The forum comprises nominated technical representatives from Natural England, the Environment Agency, Marine Management Organisation, and the Coastal Authority (ESC), together with consultants working on their behalf. The frequency and dates of meetings is proposed by the Chairperson and secretariat for agreement by MTF members.
This working group is established in accordance with DOO Schedule 11, paragraph 18. This working group has been established to make decisions on which projects should be funded through the Natural Environment Improvement Fund as defined in Schedule 11, paragraph 2. On or before Commencement, SZC Co. will establish the Natural Environment Awards Panel which will exist until the obligations in DOO Paragraph 2 end, unless otherwise agreed by the members of the panel. Membership will comprise one representative nominated by East Suffolk Council, one representative nominated by Suffolk County Council, one representative nominated by Natural England, one representative nominated by the Suffolk Coast and Heaths AONB Parternship, and one representative nominated by SZC Co. The panel will meet no less than once per year and a maximum of three times per year.
The Sizewell C Ecology Working Group (EWG) is formally established by the Deed of Obligation between East Suffolk Council, Suffolk County Council and NNB Generation Company (SZC) Limited (‘SZC Co.’), relating to the Sizewell C nuclear power station project. It is established in accordance with DOO Schedule 11, paragraph 17. Membership will comprise one ecologist to be nominated by East Suffolk Council, one ecologist to be nominated by Suffolk County Council, one ecologist to be nominated by Natural England, one ecologist to be nominated by the Environment Agency, and one representative to be nominated by SZC Co. Alternates may be nominated by those representatives from time to time as agreed by the members of the EWG. The Ecology Working Group will encourage participation at its meetings by representatives of the Royal Society for the Protection of Birds and Suffolk Wildlife Trust from time to time.
This working group is established in accordance with DOO Schedule 17, paragraph 7.1. On or before Commencement, SZC Co. will establish the Water Management Working Group which will exist until the end of the Construction Period. The group will comprise one representative nominated by SZC Co., one representative nominated by Suffolk County Council, one representative nominated by East Suffolk Council, one representative nominated by EDF Energy Nuclear Generation Limited, one representative nominated by the Environment Agency, one representative nominated by Natural England, one representative nominated by Suffolk Wildlife Trust, and one representative nominated by the East Suffolk Internal Drainage Board. The group will meet twice a year.
The Water Levels Management Group is established in accordance with DOO Schedule 17, paragraph 7.2. On or before Commencement, SZC Co. will establish a Water Levels Management Group which will exist until the fifth anniversary of the end of the Construction Period. The group will comprise members of the Water Management Working Group (listed under Water Management Working Group) and RSPB. The group will meet twice a year.
This working group is established in accordance with DOO Schedule 15, paragraph 5. On or before Commencement, SZC Co. will establish the Tourism Working Group which will exist until the end of the Construction Period. The group will comprise one representative nominated by East Suffolk Council, one representative nominated by Suffolk County Council, one representative nominated by The Suffolk Coast Limited, one representative nominated by Visit Suffolk, one representative nominated by the Suffolk Coast and Heaths AONB Partnership, and one representative nominated by New Anglia Local Enterprise Partnership. The group will meet twice a year.
This working group is established in accordance with DOO Schedule 7, paragraph 2.13. On or before Commencement, SZC Co. will establish the Employment, Skills and Education Working Group, which will exist until the end of the Construction Period. The group will comprise one representative of SZC Co., one representative of Suffolk County Council, one representative of the Regional Skills Co-ordination Function established by Suffolk County Council, one representative of East Suffolk Council, and one representative of New Anglia Local Enterprise Partnership. This working group is established in accordance with DOO Schedule 7, paragraph 4.3. On or before Commencement, SZC Co. will establish the Supply Chain Working Group, which will exist until the end of the Construction Period. The group will comprise one representative of SZC Co., one representative of the Tier 1 Contractors, one representative of Suffolk County Council, one representative of East Suffolk Council, one representative of New Anglia Local Enterprise Partnership, and one representative of Suffolk Chamber of Commerce. This review group is established in accordance with DOO Schedule 17, paragraph 6.1. On or before Commencement, SZC Co. will establish the Planning Group which will exist until three years after the end of the Construction Period. The group will comprise one representative nominated by East Suffolk Council, one representative nominated by Suffolk County Council, and up to two representatives nominated by SZC Co. This review group is established in accordance with DOO Schedule 16, paragraph 4. On or before Commencement, SZC Co. will establish the Transport Review Group which will exist until the end of the Construction Period. The group will comprise one representative nominated by East Suffolk Council, one representative nominated by Suffolk County Council, one representative nominated by National Highways, one representative nominated by Suffolk Constabulary, and up to four representatives nominated by SZC Co. The group will meet quarterly.
This review group is established in accordance with DOO Schedule 17, paragraph 6.2. On or before Commencement, SZC Co. will establish the Social Review Group which will exist until the end of the Construction Period.
